I have three timestamp fields with the following format:
dd-MM-yy HH:mm
When I work AM, I get values such as 11:45 etc..
When I go past mid day, I get values like 00:10 (should be 12:10)
My PC Regional settings are fine and this happend from more than one work station.

Seems to be working fine on our systems. Are you sure the format is not hh:mm (there is a big difference between HH:mm and hh:mm)?

The format is definitely
dd-MM-yy HH:mm

Is the value of the timestamp field set by a rule automatically or it is set by the user with the help of the calendar control? (we are trying to find out if the problem is in the calendar control or in rules)

This turned out to be an SQL Server specific bug that resulted in the time between 12:00 and 13:00 to be incorrectly displayed.
This is now fixed starting from build 887
