In your example Library application you have the option of using a calendar window to set dates, such as the date of birth of a member.
The calendar appears on todays date. If you want to set the date of birth for someone 50 years old then you need to click the left year button 50 times!
Of course, you can type the date in directly, but what the calendar needs is an easier way to change the year.

Usually you would probably use calendar when you need to enter date that is somewhere around the current date - this is when you want to see the days of the week. When you enter somebody's birthday that is 50 years ago you probably don't care about days of the week. In this case it is probably easier just to type in the date.
But you are right - calendar needs a direct way of entering years, not just scrolling.
