FR - Adding Panel Operations

If you edit a tool bar and add an element it is appended to the end of the list.

If you have a long list of operations in your toolbar then it is many button presses to get the operation to the desired spot.

If the Add Operation/Add Text buttons added the operation to the line below the highlighted line when you have an operation highlighted and only defaulted to the end of the list if there was no operation selected, it would have saved a good chunk of time today.
